Mr. Newnham has been First Assistant Secretary, Investment and Economic Division and Ambassador for APEC since February 2017. He has previously served overseas as Minister-Counsellor (Trade) at the Australian Embassy, Washington, and in various roles at the Australian Permanent Mission to the World Trade Organization, Geneva. In Canberra, Mr. Newnham has led the Agriculture Branch and was Chief of Staff to the former Minister for Trade. Mr. Newnham holds a Bachelor of Arts/Law (Hons) from Monash University. Close 田中繁广(MITI通商政策局局长) Bio As head of the Trade Policy Bureau, Mr. Tanaka oversees all of Japan's international trade negotiations including the Comprehensive and Progressive Agreement for Trans-Pacific Partnership the Trans-Pacific Partnership (TPP11), Japan-EU Economic Partnership Agreement, Regional Comprehensive Economic Partnership (RCEP), and Japan-US Economic Dialogue. Since joining METI in 1985, Mr. Tanaka has held several posts related to trade policy. As Director-General of the Multilateral Trade System Department, he participated in the WTO Ministerial at Bali and negotiated for the Japan-EU EPA. As Deputy Director-General for International Regional Policy, he was the senior official representing Japan at the Association of Southeast Asian Nations (ASEAN) and the Asia-Pacific Economic Cooperation (APEC)meetings from 2012 to 2013.While serving as METI's Director for FTA Affairs, he negotiated Economic Partnership Agreement with the ASEAN, Vietnam, India, Australia, and Switzerland. As director for WTO affairs, he led the rules negotiations and initiated important WTO dispute settlement cases. Mr. Tanaka holds a Bachelor of Laws from the University of Tokyo and a LL.M. from Harvard Law School. Close 主题演讲 Peter DRYSDALE (Emeritus Professor of Economics, ANU) Presentation [PDF:124KB] Bio Peter Drysdale is Emeritus Professor of Economics in the Crawford School of Public Policy at The Australian National University. He is widely acknowledged as the intellectual architect of APEC. He was founding head of the Australia-Japan Research Centre. He is the author of a large number of books and papers on international trade and economic policy in East Asia and the Pacific, including his prize- winning book, International Economic Pluralism: Economic Policy in East Asia and the Pacific. He is recipient of the Asia Pacific Prize, the Weary Dunlop Award, the Japanese Order of the Rising Sun with Gold Rays and Neck Ribbon, the Australian Centenary Medal, the Japan Foundation Prize, the Asian Cosmopolitan Prize among other awards and an Officer of the Order of Australia in 2016. He is presently Editor-in-Chief of East Asia Forum and Head of the East Asian Bureau of Economic Research. Close 浦田秀次郎(RIETI教职研究员,早稻田大学研究生院亚太研究科教授) Presentation [PDF:1.2MB] Bio Shujiro Urata is Dean and Professor of Economics at Graduate School Asia-Pacific Studies, Waseda University, Faculty Fellow at the Research Institute of Economy, Trade and Industry (RIETI), Specially Appointed Fellow at the Japanese Centre for Economic Research (JCER), Senior Research Advisor, Economic Research Institute for ASEAN and East Asia (ERIA). Professor Urata received his BA in Economics from Keio University, MA and Ph.D. in Economics from Stanford University. He is a former Research Associate at the Brookings Institution, an Economist at the World Bank. He specializes in international economics and has published a number of books and articles on international economic issues.His co-authored books include Measuring the Costs of Protection in Japan, Institute for International Economics, and his recent co-edited books include Bilateral Trade Agreements: Origins, evolution, and implications, Routledge, 2005, Multinationals and Economic Growth in East Asia, Routledge, 2006, Free Trade Agreements in the Asia-Pacific, World Scientific, 2010, Economic Consequences of Globalization: Evidence from East Asia, co-editor, Routledge, 2012. He is Director of the Australia-Japan Research Centre, Editor of the East Asia Forum, Director of the Asian Bureau of Economic Research and Research Associate at the Center on Japanese Economy and Business at the Columbia Business School. Dr. Armstrong took his PhD in Economics from the Australian National University and has been visitor to Tokyo University, Peking University, Harvard University and Columbia University. He is Head of the Secretariat for the Pacific Trade and Development (PAFTAD) conference series. His publications include 5 edited books, numerous peer-reviewed journals including in the World Economy, Asian Economic Journal, Foreign Affairs and Bulletin of Indonesian Economic Studies, and is a regular contributor to the opinion pages of the Australian Financial Review. Close 福永哲郎(经济产业省通商政策局参事官) Bio Tetsuro Fukunaga currently holds the position of Director-General of International Cyber Economy Policy of the Ministry of Economy, Trade and Industry (METI) of Government of Japan (GOJ), where he takes charge of international dimension of Japan's policy on its digital transformation. He is assigned as well to plan Japan' s new trade and investment strategy.Prior to rejoining to METI in 2017, he was the Executive Director of the Brussels office of the Japan Machinery Center for Trade and Investment to represent about 250 Japanese machine manufacturers and trading companies in 2013, and the Counsellor in the National Policy Unit of the Cabinet Secretariat of GOJ to plan new trade initiative like TPP as well as reform of energy policy in 2010. Mr. Fukunaga has a diverse background in trade and energy, in addition to industrial policy, developed during his more than 25-years' work experience for the Japanese government. Close Michael MUGLISTON (Visiting Fellow, ANU) Presentation [PDF:208KB] Bio After a 40-year career as an Australian government official working on trade and economic issues, Michael Mugliston left the Department of Foreign Affairs and Trade at the end of 2017.Mr. Mugliston led Australia's trade negotiations with South East Asia from 2005 to 2017. He was also Australia's Senior Economic Official for ASEAN-related trade matters during this period. In 2010 hel was awarded a Public Service Medal for his work on leading Australia's negotiating team during the four-year negotiation of the ASEAN-Australia-New Zealand FTA.Mr. Mugliston led Australia's negotiating team during the preparatory phase and the first five years of the RCEP negotiations (2011-2017). He was also the lead negotiator for the Malaysia-Australia FTA, which entered into force in January 2013, and for the Comprehensive Economic Partnership Agreement negotiations with Indonesia until 2015. From 1987-1994 his multilateral trade policy work concentrated on the GATT Uruguay Round services and intellectual property negotiations. (MHRI).Subsequent to joining the Fuji Research Institute Corporation in 1996, he has engaged in policy research on international trade issues including those of the World Trade Organization (WTO), Asia-Pacific Economic Cooperation (APEC) and Free Trade Agreements (FTAs). He was an advisor to the Permanent Delegation of Japan to the OECD from 2001 to 2004, dealing with trade, investment and cooperation with non-members.He was a guest fellow of the WTO Research Center of Aoyama Gakuin University (2006-2014). He graduated from Graduate School of Law, itotsubashi University in 1996.
