In terms of legislation related to disaster prevention and mitigation, many laws and administrative regulations have been established, and it was found that most laws and administrative regulations place an obligation for individuals to participate in disaster prevention and mitigation activities. In addition, the current laws and administrative regulations related to disaster prevention and mitigation in China are systems that individually respond to natural disasters that occur, and the law that responds to disaster prevention and mitigation from a comprehensive perspective has not yet been enacted, I was able to clarify. At the same time, I confirmed the basic policy of disaster relief in China and considered the disaster relief system. The basic policy of disaster relief activities has changed since 2006, and the policy has changed from the conventional policy of focusing on“ self-rescue” (self-help) to a policy of pushing responsibility and initiative to the fore and strengthening self-help and mutual aid. Various issues have been highlighted in the disaster relief system. It has become clear that disaster loss compensation, which is important in disaster relief, does not include insurance coverage for natural disasters, including general commercial insurance. In order to strengthen insurance coverage, it will be important to deepen understanding of the significance of insurance and how to deal with disaster risks. Furthermore, it has become clear through this paper that each role is required to be fulfilled in order to build a well-balanced disaster relief system. As part of the disaster relief system, philanthropy and donations by social organizations and individuals are strongly recommended, and the“ Charity Law” has been enacted to promote philanthropy and donations throughout society.
