1970年代以降、登場した革新自治体は、文化行政の領域においても重要な影響をもたらした。そのうちの一つである埼玉県とモデル自治体として取り上げられた基礎自治体の分析を通じて、文化行政とは何だったのかを問い直すとともに、その後に登場した文化政策の意義について考察を試みる。 高度成長期における文化財保存運動の現在的意義 The Other Research Programs   Project 日本の高度成長期において開発と遺跡の保存は二項対立的関係にあった。市民運動としての遺跡の保存運動は、経済的発展を望む地域住民の圧力に屈する形でとん挫する。しかし、それは運動の失敗を意味するものではなく、やがて遺跡保存と地域開発を両立させる出発点であった。本研究は今日のまちづくりにおける文化財保護運動の意義を検証することをもって、今日の文化政策総体を問い直すことを目的とする。 文化財保護行政、特に埋蔵文化財行政は市民の直接的参加は困難な状況に置かれている。1962年から野尻湖で市民の参加によって実施されてきた「野尻湖発掘」の事例分析を通じて、市民参加型発掘調査が生み出す参加者の学び、調査における多様な視点の取り込みの先に、地域社会が学術調査を支える文化の醸成を見出す。このことをもって、今日の文化財保護行政における市民参加の社会的意義を問い直す。 To the head 比較的最近整備された文化関連法が多いこともあってか、文化政策においては公共政策であるにもかかわらず、法律から政策を見ることが意外と疎かにされている面が否定できない。しかし本来であれば、行政職員にとっては、法律から政策をみることは基本のはずである。戦後日本は新しく日本国憲法を発布して以降、健康で「文化的」な生活を営む権利を保障しようとしたり(日本国憲法 25 条)、民主的で文化的な国家をさらに発展させる(教育基本法前文)方向性を目指したり、世界文化の発展に貢献する(文化財保護法 1 条)ことを目標としてきた。とはいえ実のところ、文化が発展した姿やイメージ、またそれに至る過程がどのようなものなのかは曖昧である。文化が発展した社会とは、どのようなものか。企画者は共著で『法から学ぶ文化政策』（有斐閣、2021年）を出版するにあたり、文化政策を総合的に見る視点から、文化の発展に至るプロセスをエコシステムとしてとらえ、文化のエコシステムに文化関係の法律がどのように関与しているかをマッピングすることを試みた。その結果、既存の文化関連の実定法が文化政策の課題に対応できている部分と、対応できていない部分が可視化され、文化が発展した社会の実現に向けて必要な政策領域を俯瞰的に捉える視点が得られつつある。本フォーラムでは、共著の出版の過程で得られた文化のエコシステムという視点について、個々の実定法に着目したアプローチを各企画者（共著者）が報告し、文化のエコシステムという視点の可能性と課題（エコシステムという図式化の難しさ）を会場と共有することで、更に議論を深めることを目的とする。
