This was mainly due to an influx of from neighboring countries, in particular from the world’s leading drug production and cultivation areas such as the Golden Triangle and Golden Crescent, both which border China. In response, the CCP introduced harsher penalties to stem the flow of drugs, and strengthened existing the system of severe punishment.
